Overview

The Quality Manager is responsible to support the Quality Director with the implementation and maintenance of the Willbros Canada Quality Management System within company. The Quality Manager is responsible for providing support to Project Teams, Supply Chain Management, Project Controls and Estimating groups within the company as detailed below:

Responsibilities

Quality System:

 

  • Implement Willbros quality management system and processes and continually improve their effectiveness collaboratively with other Divisional Quality Managers.
  • Project support through the development of Project Quality Execution Plans and site.
  • Liaise with client and regulatory auditors in scheduling and executing external quality audits.
  • Implement and maintain a control system for Project quality documents.
  • Manage the Non-Conformance process and review all NCR’s prior to final closure.
  • Manage the process for corrective and preventative actions based on analysis of non-conformities in product, processes, and the quality system.
  • Maintain and ensure proper implementation of Willbros in-house welder identification database, TicketTrack.
  • Assist in the development and implementation of ASME and CSA compliant welding procedures as required within the Division.
  • Assist in the development, implementation and continuous improvement of Willbros internal quality standards and procedures.
  • Review written procedures and capabilities of NDE suppliers for compliance to client and regulatory requirements.
  • Provide technical expertise and interpretations regarding regulatory and client codes, standards & specifications.
  • Author technical documents as required for project support and Division specific needs.
  • Coordinate welder qualification testing and witness of testing
  • Ensure subcontractors understand client specifications and deliverables in accordance with Project documentation.
  • Perform compilation of project documents for turnover to client
  • Attend, participate, hold project kick off meetings with client and subcontractors

 

Supply Chain Management (Liaise with Willbros Buyers) to:

  • Establish supplier quality standards for the procurement of materials and services.
  • Establish and perform Quality Surveillance activities.

 

Proposal Submissions and Contract Award:

  • Review, discuss and resolve quality related issues as part of the proposal preparation team.
  • Upon new contract award liaise with project QC to establish a project quality plan.

 

 

 

 

Qualifications

Training:

  • Orientation of new employees with the Company’s quality system.
  • Conducting quality system awareness sessions with Willbros supervisors and employees.
  • Post-Secondary education in engineering technology, engineering, Red Seal Journeyman Pipe fitter or B-Pressure Welder.
  • Level II CWB
  • Level I or II Nace Coatings Inspection an Asset

Experience:

 

  • Minimum 10 years of experience within the petroleum, pipeline, tank and facilities industries.
  • Minimum 5 years of quality management/leader experience, focused on construction.

 

Knowledge, Skills and Abilities, HSE certifications:

 

  • Strong knowledge of CSA Z662, API, ASME & ANSI construction codes and NDE practices.
  • Strong technical writing skills and a working knowledge of Microsoft Office Suite.
  • Taking parameter readings for welders

Willingness to travel to project sites to assist / lead, inspections / audits, compilation of turnover documents.
